My dear Boswell
Joe has been dismissed from the navy. I do think this arbitrary disposition of the officers of the Navy by a Board is rather strange. What would, could not be done safely by any other Govt in the world.
He is without money, & has applied to me for 60 dollars. I must let him have it but it is money in my hands belonging to the State. I shall hasten the request you to return me the amount in loan as [?] directly to Va.
