There is due to Mr. Cooper as Surveyor of the Post of Phila. about 6 or 7 hundred dollars for back pay. [?] Sutherland has been allowed his maximum or back pay to pay the collector. William G Watonough is [?] is as surveyor & [?] get it. [?] Mr. Cooper [?] where Surveyor to receive more than the minimum [?] that the [matter] was one of dispute. And that he could do me no greater favor than to get this money from me.
