Abstract: His response to Jefferson's letter was delayed by his wife's death; remarks that the reputation of the U.S. government has "fal[le]n in discredit" for its failure to pay the money owed to several French veterans of the Revolutionary War; this will be the last time he writes to Jefferson on this topic.
