Abstract: Shares his ideas on the practicality and utility of raising water levels to provide water to town and farmers; thinks his ideas "practabel" but lacks the means to experiment, although it will not be costly if done on a small scale; in case Jefferson is not convinced, offers several"philosophical ideas" in support of his idea ; applies to Jefferson as president of the Philosophical Society.
