Concerns a secret mission to St. Petersburg, Russia, that Short must take; not sure if the mission will begin at the present time or when the Senate meets again; instructs Short to make preparations to depart and make sure people know that he is departing for France shortly so that no one will know where he is really going; the decision may be made with the return of the Osage. |
