Outlines a proposal for organizing a coalition of nations "to compel the pyratical states to perpetual peace" without having to pay tribute to them; each state would contribute naval forces in accordance with what "circumstances may render reasonable"; the fleet would be on station off the Barbary coast and would be controlled at "some one court of Europe" with the advice of the ambassadors of the participating nations. |
