Abstract: Thanks him for the shipment of waterproof cotton and cloth; he made a great coat out of the cotton, which is waterproof except for the seams, and he wishes he had more to make a summer coat; imagines the cotton will sell very well; recommended that Secretary of War [Dearborn] order waterproof cloth for making cartridges.
