Abstract: Jefferson's first payment in Higginbotham sale is not possible because his income has suffered through crop failures, a drought, the blockade and the embargo. Thinks Britain means peace now. Colonel Monroe and Mr. Higginbotham have settled boundary question. Jefferson is concerned about banking institutions.
