South Carolina, voting to pay foreign creditors, is exchanging bonds for certificates prescribed by the act just passed; Jefferson is agent in Europe; informs Strackeiser, who is one of the creditors, that he will give Strackeiser a receipt in exchange for bonds that are equally obligatory on the state; Mr. John Brown Cutting, who has been employed by Messrs. Nicholas and and Jacob van Staphorst of Amsterdam and the Prince of Luxemburgh in France, is bearer of this act and will inform Strackeiser about the details; Jefferson is leaving soon for America and requests an immediate decision. |
