Upset at Jefferson's reply about the debt owed France; Jefferson told him to apply to Mr. Ferdinand Grand for the money owed; believes that this is unfair because solely relying on Grand for the money could result in failure to be paid at all if Grand goes bankrupt; thinks France should be able to apply directly to the United States Congress for the money owed; angry that Grand refuses to pay the interest and that the only recourse is an appeal to a Board of Treasury that never replies; demands that Jefferson make public any order he has from Congress not to involve himself in this financial dispute; if Jefferson has received no such order then La Rouerie will continue to appeal to him about the debt as Jefferson is the "envoy from the honorable the Congress"; hopes to not have to take public measures against Jefferson on this matter. |
