Abstract: Informs Jefferson that a thousand hogsheads of American tobacco is in Le Havre, but the Farmers General still refuse to purchase it at even a price discounted below the market rate; warns that if the French refuse to pay what it's worth, it will end the American tobacco trade with that country.
