Abstract: Glad he received amount of claim on government; may not be so fortunate in claim against Clarkson; government does not pay private debts of its servants; only exception is ambassadors who are protected against suit; however, government often withdraws protection and allows them to be sued; returns subscription paper of work he proposes.
