dc.description.abstract Wishes Short was with Jefferson and James Madison in Monticello so they could impress upon him the objectives of Short's mission to Russia: not only to reiterate U.S. neutrality and to cultivate friendship in general, but to ensure that the Russian government will "patronize our interests" in Europe, making sure that the United States' maritime rights are respected by England and France, "neither of which wish us success"; shares that Alexander I wished to correspond with Jefferson; he volunteered to help effect the release of the captured U.S.S. Philadelphia and her crewing the Barbary Wars. en_US
