Abstract: Reports his arrival in London by way of Calais where he met with the Comte de Rochambeau, who enjoyed Jefferson's Notes on the State of Virginia; Short is impressed with London, particularly with its horses and carriages; Virginia tobacco is being imported cheaply on the market there.
