Notes that has been busy with "agricultural reformations"; relates his handling of Short's finances, including the purchase of shares in a James River canal then under construction as well as 1,334 acres of land near Monticello; advises Short on how to clear this land and suggests possible crop rotations; says he continues to look out for profitable land opportunities for him; cannot read Short's encoded letters because he no longer has the cipher; reports that the French minister to the United States filed a complaint against Short. |
