dc.description.abstract Refers to applications from French merchants requesting American colors for their ships; rejects offers on the principle that ships flying American colors must be built in America and that America is the only neutral nation one can trust; suggest that American ships be allowed to carry French goods from French colonies to France; otherwise goods would have to go through America first and be subject to such heavy duties as to defeat the benefit. en_US
