Abstract: Wishes to demonstrate before a committee his plan for building vessels; geometrical plan now in use attributed to M. De L'hopital [?] very defective; wishes demonstration be arranged on a Saturday in a large room of Secretary of Naval Department Hotel; desires reply. [Notes enclosed this same date] Notes: Self, formerly Captain of the frigate "Alliance" wrote to T. Seine, three years ago, his opinion against having men of war of U.S. military arsenal at Brooklyn or at Washington; Seine said note had been forwarded to Jefferson, President; now has system of organization for navy of a republic and methods for making perfect ships.
