Abstract: Explains that Short will not need to come to Washington, D.C. because James Madison will be leaving shortly; agrees with Short that he should call his secretary his messenger and pretend to be on a trip as a "private man" for the mission; Meriwether Lewis would make a good secretary but cannot go on the mission because he is needed in the United States and because "he is a Virginian"; the salary is the same; this may be a permanent post for Short and it may not.
