Abstract: States that he and Wise do not agree on Popular Sovereignty; claims that he does not want Wise to change his views, he simply wants him to manage them better; tells Wise this only because he is his friend and is genuinely worried about his political career; feels that Wise can not win if he openly declares against the President and the Party.
