Abstract: Draft of a speech; missing first two pages; concerns a treaty; Tyler does not feel that the treaty should have stipulation; refers to trading hte Ottoman territory; stands against the old motto that "might makes right"; missing pages four and five; defends the President against attacks that he has given out appointments to unworthy recipients.
