dc.description.abstract Advised by Counsul at Antwerp that American vessels in their ports pay same duties as their own vessels. Mr. deNagett informed Eustis order was given in anticipation of like arrangement being made by U.S. Enclosed order of Mr. Wickers. Is advised if U.S. does not act soon foreign duties will be required on American vessels. Eustis' opinion is to issue order. Autograph Letter Signed.
