The transcription provided by the seller: "Department of State Feby 4 - 1814 Sir, The President of the United States having by and with the advice and consent of the Senate appointed you Secretary of the Legation to the Swedish court. I have the pleasure to unclose your Commission for that office. I have the honor to be Very Respectfully, Sir, your Ob. Ser. Jas Monroe"
