Description: Sends pamphlet containing James Madison's letters affirming the constitutionality of the power of Congress to impose duties and restrictions on imports for the encouragement of domestic manufacturing with an appendix by himself containing extracts from speeches and reports of Madison, Jefferson, Washington, Hamilton, and Monroe; deplores the "mischievous use" which Gov. William Brach Giles was making of Jefferson's name. Autograph Letter Signed.
